As large as it was,ARPANET was limited. For a commercial entity or a university s computer science department to connect with ARPANET, it had to be involved in some kind of government project, usually military.This or the annual cost of $100,000 or more to maintain a site excluded about 88 percent of university computer science departments nationwide. Commercial organizations could sign on to use NSFNET at no charge. In 1987, a nonprofit consortium of public universities called Merit Network, Inc. took over management of NSFNET.The consortium included MCI, IBM, and several Michigan Universities. Connected to ARPANET and other networks it had created, NSFNET became a network of networks, the true Internet.
